At a glance

This bill amends the Excise Tax Act to extend the temporary suspension of the federal excise tax on specified fuels until January 31, 2027. It then sets temporary rates at 50% of the regular rates from February 1 to March 31, 2027.

Detailed summary

The bill amends the Excise Tax Act to extend the temporary relief from the federal excise tax on specified fuels. The fuels covered are unleaded gasoline, unleaded aviation gasoline, leaded aviation gasoline, diesel fuel and aviation fuel.

Clause 2 amends section 9.2 of Schedule I to the Excise Tax Act. The rules set out in that section continue to apply where the excise tax becomes payable after April 19, 2026 and before February 2027. This amendment is deemed to have come into force on September 8, 2026.

Clause 3 adds section 9.3 to Schedule I. Where the tax becomes payable after January 2027 and before April 2027, it provides that the references to $0.10 and $0.11 in paragraphs 9(a) and 9(b), respectively, are to be read as references to $0.05 and $0.055. It also provides that the reference to $0.04 in section 9.1 is to be read as a reference to $0.02. These amounts are one-half of the specified regular amounts. The new provision comes into force, or is deemed to have come into force, on February 1, 2027.

The bill amends only the Excise Tax Act (R.S., c. E-15). It also provides that the enactment may be cited as the Canadian Fuel Affordability Act. The rules apply to quantities of the listed fuels where the excise tax imposed under section 23 becomes payable during the specified periods.
