Detailed summary
The bill governs publication of a new list of electoral divisions and establishes a process for reviewing electoral representation in Québec. The Commission de la représentation must publish the list in the Gazette officielle du Québec within 10 days after assent, that is, no later than June 22, 2026. The second paragraph of section 29 of the Election Act (chapter E-3.3) applies to that publication.
The list must use the names and boundaries set out in the notice published on January 14, 2026, except for Anjou-LaFontaine, Camille-Laurin, Gaspé-Bonaventure, Hochelaga-Maisonneuve, Laurier-Dorion, Matane-Matapédia, Pointe-aux-Prairies, Rimouski, Sainte-Marie–Saint-Jacques and Viau. For those electoral divisions, as well as Anjou–Louis-Riel, Bonaventure, LaFontaine, Matane-Matapédia-Mitis and Pointe-aux-Trembles, it must instead use the names and boundaries published on July 2, 2025. Sections 1 to 3 have the same effect as if the Commission had assigned those names and established those boundaries under the Election Act, notwithstanding any inconsistent provision.
The list comes into force when the 43rd Legislature ends if that occurs after July 14, 2026. If the Legislature ends on or before that date, the list published on July 2, 2025 remains in force until the end of the 44th Legislature; the new list is deferred and will be used for the following general election. The process set out in Chapter I of Title II of the Election Act is then resumed.
Section 14 of the Election Act is amended to set the number of electoral divisions at 127 and remove the existing range of 122 to 125 divisions. The bill also establishes the Comité d’étude sur la représentation électorale au Québec, consisting of three members appointed by the National Assembly with the approval of two-thirds of its members. The Committee must review the criteria and process for delimiting and naming electoral divisions, as well as the composition and mandate of the Commission de la représentation. It must consult, among others, the Commission, the Chief Electoral Officer, current and former Members of the National Assembly, municipal representatives and specialists; hold public hearings in various regions; and examine practices elsewhere in Canada and internationally. It must submit its report by February 1, 2028, and is dissolved upon submission.
The Act comes into force on June 12, 2026, except for the amendment to section 14, which comes into force when the list published under section 1 comes into force.
